Venezuela es el segundo país del mundo en homicidios, según estudio de la ONU

América sólo alberga el 13% de la población mundial, pero registra el 42% de todas las víctimas de homicidios, una situación que es especialmente grave en América Latina y en la que confluyen problemas de desigualdad, debilidad del sistema judicial y fortaleza del crimen organizado.

Así lo señala el Estudio Mundial sobre el Homicidio de 2019 publicado hoy en Viena por la Oficina de Naciones Unidas contra la Droga y el Delito (ONUDD).

La tasa media de homicidios anual en el continente es de 17,2 por cada 100.000 habitantes, casi el triple que el promedio mundial y casi seis veces más que Europa.
Centroamérica, con 25,9; Sudamérica, con 24,2; y el Caribe, con 15,1, son las subregiones con las tasas más altas de homicidios del planeta.

De hecho, América es la única región en la que esa tasa ha crecido desde 1990.
Los únicos cuatro países del mundo con tasas de homicidio de más de 40 personas por cada 100.000 habitantes están en América Latina: El Salvador (62,1), Venezuela (57), Jamaica (57) y Honduras (41,7).

En Brasil, la tasa de homicidios subió a 30 en 2017 y se estima que 1,2 millones de personas ha sido víctimas de homicidios intencionados entre 1991 y 2017.

De hecho, la subida de las muertes en este país y en México, ambos muy poblados, explican en buena parte el alza global de la tasas de homicidios en los últimos dos años, tras décadas a la baja.

La ONUDD, por otra parte, destaca la reducción del número de homicidios experimentada por Colombia en ese periodo, de 80 a 25 por cada 100.000 habitantes, algo que la ONUDD atribuye en parte a la “intensificación de la acción estatal contra el tráfico de drogas”.

En la parte baja de la tabla, pero aún por encima de la media mundial de 6,1 homicidios por cada 100.000 personas, están países como Argentina, Perú, Uruguay o Nicaragua.
Sólo Chile, con 3,1, estaría por debajo de ese promedio.

Al referirse a las causas del elevado número de homicidios en América Latina, el informe de la ONUDD señala que la criminalidad organizada, en especial relacionada con el tráfico de drogas, está detrás de buena parte de esas muertes.

“Hay otros tipos de homicidios, como la violencia en la pareja o en la familia. Pero el elemento del crimen organizado es mucho más alto que en ninguna otra región del mundo”, explica a Efe Angela Me, jefa del departamento de investigación de la ONUDD y una de las coordinadoras del informe.

Una de las conclusiones del informe es que en el caso de Latinoamérica no se cumple necesariamente la idea de que el desarrollo socioeconómico va acompañado de una reducción de la violencia, como ocurre en Europa o Asia.

“En el mundo, en general, las diferencias en tasas de homicidios entre países pueden ser explicadas principalmente con el desarrollo socioeconómico. En América Latina, no. La interpretación es que hay un componente que otras regiones no tienen, que es el crimen organizado y las bandas”, analiza la experta italiana.

De hecho, Me identifica tres grandes causas para la grave situación en la región: la desigualdad, la impunidad y el acceso a las armas de fuego, responsables de más homicidios en América Latina que en ninguna otra parte del mundo.

En el informe, la ONUDD advierte de que “una justicia débil conduce a la impunidad y crea un ambiente en el que los criminales pueden operar más fácilmente”.

En 2016, sólo el 43% de todos los homicidios cometidos en América fueron resueltos por la Policía, la tasa más baja del mundo y casi la mitad de Europa.

Por eso, Me señala que las soluciones pasan por una combinación de medidas: desde mejora de la labor policial, acercándola a la comunidad, la inversión en educación y el fortalecimiento del sistema judicial.
