La paralización del sistema judicial en Venezuela, a causa de la cuarentena obligatoria por el Covid-19, afecta directamente a los presos del Cuerpo de Investigaciones Científicas, Penales y Criminalísticas (CICPC) en Santa Mónica, Distrito Capital.
Esta sede caraqueña alberga a 70 detenidos, 64 hombres y 6 mujeres distribuidos en tres calabozos, quienes padecen múltiples enfermedades y sobreviven como pueden mientras están a la espera de las audiencias preliminares o la reanudación de los juicios.
Según pudo conocer el equipo del Observatorio Venezolano de Prisiones (OVP), 68 de los detenidos en CICPC Santa Mónica se encuentran en condición de procesados, mientras que sólo dos de ellos tienen sentencia firme.
En tanto, a pesar de que los calabozos policiales deben albergar detenidos durante un lapso máximo de 48 horas, en esta sede hay reos con tiempos que superan los cuatro años de permanencia.
Familiares de los detenidos denunciaron a ésta organización que los reclusos han presentando cuadros de fiebre, dolores de cabeza y enfermedades en la piel. Incluso se conoció el caso de un aprehendido que recibió tratamiento para la tuberculosis y aparentemente estaba curado, pero recientemente reaparecieron sus síntomas y, por ende, se teme un brote de la enfermedad dentro de las celdas.
Asimismo se conoció del caso de otro recluso, quien sufrió una parálisis facial y hasta la fecha sus seres queridos no han logrado tramitar la orden para una evaluación médica completa. El reo enfermo presenta dolores de cabeza constantes y no puede abrir completamente un ojo, por lo que han sido sus compañeros de celda quienes se han encargado de hacerle fisioterapia.
En ese sentido se conoció que los enfermos efectivamente son trasladados hasta un Centro de Diagnóstico Integral (CDI) pero no los reciben o simplemente son hidratados y llevados de nuevo al sitio de reclusión
Carolina Girón, directora del OVP, calificó de inhumanas las condiciones en las que sobreviven estos reclusos. “Son personas a quienes en detrimento de sus derechos humanos mantienen encerrados en una habitación pequeña, sin acceso a aire libre y mucho menos a la luz solar”.
De igual manera, añadió “conocimos a través de esta denuncia que los presos no tienen acceso al agua potable, pues el líquido les llega solo una vez a la semana. El baño es una especie de letrina insalubre, que obviamente no es saneado de la manera adecuada y esto lo convierte en un foco de infecciones, aunado al hedor constante en toda el área. Nos preocupa de sobremanera como éstas personas están expuestas a contraer enfermedades de la piel u otras afecciones pulmonares”.
Al igual que en otros centros de detención policial, como hemos denunciado de manera oportuna y veraz, los presos del CICPC Santa Mónica también duermen en el piso o cuelgan una especie de hamacas improvisadas, que coloquialmente conocen como “aéreas”.
Un fallecido en junio
A través de las denuncias efectuadas por los familiares de los presos del CICPC de Santa Mónica, OVP pudo conocer que un reo identificado como Raúl Gelder fue trasladado el 13 de junio hasta un centro asistencial, pero lamentablemente falleció.
Al parecer, el hombre de 34 años presentaba un absceso en un costado, se quejaba de que tenía mucho dolor y con el pasar de los días apareció la fiebre. Posteriormente le manifestó a sus compañeros que no sentía un brazo y su salud comenzó a deteriorarse rápidamente.
Un día amaneció deshidratado y sus compañeros de celda gritaron a los funcionarios en busca de ayuda, pero nadie se acercó. Al día siguiente ya no respondía, estaba desmayado e inconsciente y fue en ese momento que le prestaron los primeros auxilios, pero ya era demasiado tarde.
Este privado de libertad era oriundo de Guarenas, estado Miranda, tenía un año y tres meses detenido y esperaba por la audiencia preliminar.
Por este suceso y los malestares que presentan los 70 detenidos de la sede del CICPC Santa Mónica, Carolina Girón exigió que todos sean evaluados por un médico y que además les sea garantizado el acceso al agua potable a diario.
Los presos comparten los alimentos
En otro orden de ideas, el horario para recibir la comida en esta sede policial es de 12 del mediodía a 1 de la tarde. Si algún familiar llega después de la hora establecida no puede pasar los alimentos.
Los presos se ven obligados a compartir dichos alimentos, por muy pocos que sean considerando la crisis económica que azota al país, pues muchos de sus seres queridos se ven imposibilitados a trasladarse hasta la sede policial desde el inicio de la cuarentena obligatoria.
