La noche de este 16 de julio se registró un motín que culminó con un muerto y siete heridos en el Centro Penitenciario de Occidente (CPO), específicamente en el área de Procesados para Militares (Procemil) en Santa Ana, estado Táchira. 

Presuntamente los 268 privados de libertad que alberga Procemil decidieron alzar sus voces en señal de protesta porque tienen más de un año esperando por audiencias preliminares y otros hasta tres años por la iniciación de un juicio. La paralización de las actividades en tribunales, a causa de la cuarentena obligatoria, ha alargado aún más esta espera. 

En otra oportunidad los presos de Procemil expresaron su molestia, en especial cuando la encargada del Ministerio de Asuntos Penitenciarios estuvo en Táchira y no los atendió. Ante un primer conato de motín otorgaron 13 libertades a personas que ya habían cumplido su pena, según lo que pudo conocer el equipo del Observatorio Venezolano de Prisiones (OVP). 

Posterior a estas liberaciones les prometieron que serían atendidos, pero los internos manifestaron que nuevamente fueron engañados. En un intento por controlar la protesta, personal de custodia, que está a cargo del Ejército venezolano, y funcionarios de la Guardia Nacional Bolivariana (GNB) presuntamente dispararon contra la población penal.

Carolina Girón, directora del OVP, informó  que dentro de las instalaciones se encuentra un bebé de 5 meses de nacido, quien permanece bajo la custodia de su madre privada de libertad. En tanto, supuestamente ninguno de los siete reclusos que resultaron heridos fueron trasladados a un centro asistencial.

“Los presos grabaron videos de las presuntas agresiones, en los que además denuncian la violación de sus derechos humanos. Desde OVP clamamos por la integridad física y mental de estos privados de libertad, así como también exigimos atención médica para los heridos y para el bebé quien estuvo expuesto a gases lacrimógenos», agregó Girón.

La directora del OVP también manifestó su preocupación por el incremento de las protestas en cárceles y calabozos policiales como consecuencia del retardo procesal, lo que convierte a la población penitenciaria en uno de los sectores más afectados por la cuarentena obligatoria.

“Esto es una violación a su proceso penal, a sus derechos humanos, de algún modo la actividad dentro de los juzgados tiene que reanudarse porque el hacinamiento será mayor”, puntualizó Girón. 

En los videos grabados por los detenidos de Procemil se escuchan detonaciones, al tiempo que un recluso exclama: “Ciudadano coronel yo creo que tiene que evaluar la situación, usted conoce, si usted fuera matado a alguien con esas armas de guerra. ¿Ante qué general se va a justificar usted?, nadie va a meter la mano ante la comandancia general, usted sabe Coronel que la gente está reclamando un derecho”.

Un muerto dentro del recinto 

A la medicatura forense de esa región fue trasladado un recluso fallecido dentro de las instalaciones de Procemil, quien fue identificado como Julio José Yánez Salazar, de 25 años de edad.

La víctima presuntamente murió a consecuencia de una herida por arma blanca. Según lo que constató el equipo de OVP se trataría de un hecho aislado.
