Britain will have to cave into EU demands for greater fishing access and freedom of movement in exchange
for closer trading ties, Rachel Reeves was warned yesterday.
During a visit to Brussels, the Chancellor was
told that greater access to UK waters for EU trawlers and
a youth mobility scheme will be ‘on the table’ in future talks.
It came ahead of a summit with EU finance ministers, making Ms Reeves
the first British Chancellor to attend such a meeting since the UK left
the bloc almost five years ago.
Her attendance was designed to be a statement
of intent, with the Chancellor among a group of Cabinet Ministers pushing the hardest for a ‘reset’ in relations with the bloc.
She told them that ‘breaking down barriers to trade’
would be a key goal in future talks to boost economic growth on both sides of the Channel.
In a speech to them, she added: ‘In the long-run, Brexit is expected to cause UK trade
intensity to fall by 15 per cent.
‘And with goods exports between both the UK and EU continuing to remain below 2018 levels, this is impacting UK and EU economies alike.
Rachel Reeves became the first Chancellor to attend a meeting of European finance ministers since Brexit,
saying it was a ‘milestone moment’ as the UK seeks to ‘reset’ its relationship with Brussels

best interests of our shared economies.’

he said: ‘There is an element of common understanding that there’s a win-win situation of going further in this relationship
between both parties.

back as much as possible to where we were [before Brexit] in terms
of those financial economics and trade ties.
‘It’s of course agriculture, it’s of course fisheries, it’s of course migration as well.
There are many elements on the table that we will need
to discuss.’
Asked if a youth mobility scheme was also a ‘red line’, he added: ‘Well, that’s an important element from the EU side we want to put
on the table.
‘And that’s one of the areas where I think there is greater value
added, also for the UK, to engage constructively.’
UK ministers fear a youth mobility scheme, which would
allow young people from across the EU to live and work in Britain for a set period, would be seen as Labour bringing back a form of free movement.
Reeves told EU leaders that ‘breaking down barriers to trade’ would be a key goal

But Ms Reeves appeared to leave the door open for striking a pact, saying in a post-summit press conference
that ministers were only ruling out a return to ‘freedom of movement of labour’.
It suggests the Government is open to a return to other forms
of freedom of movement. Labour’s election manifesto was not
so explicit, simply ruling out a return ‘freedom of movement’.
Ms Reeves reiterated the Government’s position that Britain won’t rejoin the EU’s single market or customs
union.
But she refused to spell out her red lines for closer trading ties, insisting that yesterday’s meeting was ‘not
about starting a negotiation’ or ‘laying down a set of demands’.
It was about ‘preliminary work to rebuild trust and rebuild relationships’ and ‘draw a line’ under the ‘fractious and antagonistic’ Brexit years, she said in the post-summit press conference.
More detailed talks will begin next year, she added.
Privately, EU diplomats complain that UK ministers have been coy with them about exactly what they are seeking.

Bendor, the blond and handsome second duke (1879-1953) was known as one of
the richest men in England, lavishing jewels on his mistresses, chief among whom was Coco Chanel.

A restless soul, Bendor would arrive without warning at any of
his houses (or yachts). All were kept ready: cars fuelled, silver polished, servants in livery.
But after the First World War, during which Grosvenor House
had been requisitioned as a hospital, land prices had risen so high that even for Bendor it had become uneconomic and he
sold it. It was demolished in 1927 and the Grosvenor House Hotel was built
on the site.

At the other end of the scale was 8 Pelham Place, the South Kensington home
of Cecil Beaton from 1940 to 1975. Superbly furnished by this
brilliant photographer, it was described loftily by the diarist Chips Channon (for whom the word ‘snob’ could have been invented – in his diaries
he declares, ‘I am only really happy with royalty’) as
‘a tiny but super-attractive snuffbox of
a house’. Beaton, himself no social slouch, ran him close: at his parties the
women often wore stiletto heels, which pitted the floor, and later he would point them out, saying, ‘That’s Princess Marina,
that’s Julie Andrews, that’s Vivien Leigh…’

Beaton’s near neighbour in Pelham Place, until the mid-60s, was the great stage designer Oliver Messel.
When Messel’s nephew Tony Armstrong-Jones (later Lord
Snowdon) became engaged to Princess Margaret, Messel laid on a lunch, asking
the Princess if there was anyone she would particularly like to meet.
She said she had always greatly admired the witty
cabaret star Bea Lillie and so Messel invited her.
What none of them knew was that Bea Lillie had a drinking habit.
At the end of lunch she slid quietly under the table and was carried upstairs to sleep it off.
Tony and the Princess took their leave and Messel rushed back to his studio, where he
was busy with fittings for Elizabeth Taylor, only to
be interrupted by a telephone call.

‘It’s Kensington Police Station here, Mr Messel,’ said the
voice at the other end. ‘We thought you ought to know that
there’s a naked woman on your balcony, throwing
bottles at everyone who passes by.’
Among the last of these fascinating residences to survive was the aforementioned Londonderry House.
Throughout the 20s and 30s it had seen receptions and balls, hosted by
the Londonderrys for their four daughters and two granddaughters.
When eventually it had to go, in July 1962, a farewell party for 300 was given by Alastair, the 9th Marquess.
Live sounds were supplied by a blues band featuring a swaggering young Mick Jagger, no less –
presaging the rise of a whole new swinging London generation.
