El Centro Carter desplegará una misión limitada de expertos electorales el 21N

El Centro Carter desplegará una misión limitada de expertos electorales internacionales  para evaluar aspectos clave del proceso electoral del 21 de noviembre en Venezuela.

El equipo estará conformado por cuatro expertos electorales y dos empleados del Centro Carter.

Misión electoral del Centro Carter

Esta misión comenzó a trabajar de forma remota a fines de octubre y comenzará a llegar a Caracas a principios de noviembre, informó el Centro Carter.

«El 27 de julio, el Centro Carter recibió una invitación oficial del Consejo Nacional Electoral (CNE) de la República Bolivariana de Venezuela para observar las elecciones. En respuesta, el Centro llevó a cabo una evaluación preelectoral, incluida una misión a Caracas, del 2 al 11 de octubre», explicó.

El Centro firmó un memorando de entendimiento con el CNE de acuerdo con los estándares internacionales de la Declaración de Principios para la Observación Electoral Internacional y el Código de Conducta para Observadores Electorales Internacionales adoptado en las Naciones Unidas en 2005.

«Esto asegura que La misión de expertos del Centro tendrá suficiente acceso al proceso para realizar su trabajo», afirmó.

Alcance limitado

La misión evaluará los aspectos políticos, legales y administrativos del proceso electoral.

Aclaró que el equipo de expertos electorales estará en Caracas el día de las elecciones,  pero que debido a su limitado tamaño y alcance no realizará una evaluación exhaustiva de los procesos de votación, escrutinio y tabulación.

«En cambio, la misión del Centro Carter se centrará en aspectos clave del proceso electoral venezolano, incluido el marco electoral legal, la efectividad y transparencia de los preparativos electorales, el entorno de la campaña, incluida la libertad de los medios de comunicación, respeto por los derechos participativos fundamentales, el uso de las redes sociales, las tendencias de desinformación y desinformación, y la transparencia de los informes del CNE sobre el sistema electoral electrónico, incluso durante la tabulación de resultados», precisó.

    dollar on Wednesday, as investors awaited more stimulus from the
    world’s second-largest economy and the Federal Reserve’s September meeting minutes
    due later in the day to gauge its policy path.
    The dollar held steady, giving some relief to the yuan after
    a sharp rally to a seven-week high last week.

    Spot yuan opened at 7.0650 per dollar and was last trading
    12 pips lower than the previous late session close at 7.066.
    Prior to the market opening, the People’s Bank of China (PBOC) set
    the midpoint rate, around which the yuan is allowed to trade in a 2% band,
    at 7.0568 per dollar, only 3 pips weaker than a Reuters’ estimate.

    China’s blue-chip CSI300 index dropped for the first time since Sept.
    13, poised to snapping a 10-day winning streak, after officials on Tuesday failed to offer much new on stimulus plans to revive the economy.
    The yuan is down 0.7% against the dollar so far this month, due to broad dollar strength, but
    the currency has 0.5% firmed for the year-to-date.

    China equities’ recent rally has raised the bar for an upside surprise
    from expected fiscal stimulus news, said UBS strategists led by
    Rohit Arora, adding that the offshore yuan’s near-term risk reward is unattractive.

    «Historically, fizzling of China equities’ spurts acted as a bigger drag on CNH vis-à-vis the tailwinds from equities’ surge,» the strategists said.

    But the referendums may not have the clear impact on the race for the White House that

    So the abortion issue may not be «helping Democrats in the way that they would hope,»
    said Jenny Brian, a professor of bioethics at Arizona State University.

    Many Republican women will vote both to protect abortion rights and to bring Trump
    back to the White House, Brian said.

    Though abortion is sometimes framed as a Democrat vs.
    Republican issue, the Republican Party includes «a broad spectrum of views on the topic,»
    an issue that also raises conservatives’ concerns about «government interference,» she
    added.

    The same dynamic applies to immigration, with the tougher language on the Arizona ballot
    question finding support not just among Trump Republicans but also «moderates and even many Democrats,» said John Kavanagh, a Republican and an Arizona state senator.
